Progress for Building Upgrade Agreements in South Australia At a glance: South Australia follows NSW and Victoria to open access to building upgrade finance After narrowly passing both Houses of the South Australian Parliament, the Local Government (Building Upgrade Agreements) Amendment Bill 2015 has now been enacted. The Act will amend the Local Government Act 1999, inserting provisions to facilitate financing agreements between building owners, financiers and Councils to enable them to upgrade the environmental credentials of existing commercial buildings in SA. Reduction of Stamp Duty on Transfers of Qualifying Land Brought Forward to 7 December 2015

The abolition of stamp duty was to be phased in over a three year period commencing on 1 July 2016 involving the reduction of stamp duty rates by one-third with a further one-third reduction to apply from 1 July 2017 followed by the complete abolition of stamp duty from 1 July 2018. This process has now been brought forward to take effect from 7 December 2015.
